Overview

Published in July 2026, France’s law reducing the environmental impact of the textile industry creates a specific regime for ultra-fast fashion (sometimes called ultra-express fashion).

It layers new obligations on top of existing AGEC information rules and the Refashion textile EPR scheme: eco-contribution penalties/modulation for in-scope products, website messaging duties for online interfaces, advertising and influencer restrictions, and tighter treatment of unsold inventory donations.

Implementing decrees continue to define exact ultra-fast-fashion criteria and advertising-ban details, with some measures notified under EU internal-market procedures.

  • Assess whether product assortment / business model meets the ultra-fast-fashion definition once implementing texts are final.
  • Pay modulated / penalty eco-contributions via the textile EPR system from 1 September 2026 where applicable.
  • Display required consumer information on online sales interfaces.
  • Comply with advertising and promotion bans for ultra-fast-fashion products from 1 January 2027.
  • Account for removal of tax advantages previously available for donations of unsold goods.
