EU Member State Textile EPR Schemes

Beyond the Netherlands and France, Directive (EU) 2025/1892 requires every EU Member State to establish operational textile and footwear EPR schemes—generally by 17 April 2028. Brands selling across the EU must track national PRO registration, reporting and eco-modulated fees as schemes go live.

Overview

The revised Waste Framework Directive creates an EU-wide duty for Member States to set up textile/footwear EPR. National schemes will differ in registers, fee schedules and eco-modulation even though the directive sets common minimums.

Fashion companies already complying in the Netherlands or France should expect additional producer registrations as Italy, Spain, Germany, Sweden and others stand up PROs. Micro-enterprises receive an extra year in the directive’s timetable.
